Usually those who have done Masters in Social Work ( MSW) will be preferred as Welfare Officers. Since they have good theorital and practical knowledge about Employee Welfare.

Appointment of LWO is made as per the requirements of the Factories Act, 1948. One has to go through the State Recruitment of Labour Welfare Officers Rules to examine the qualifications for this appointment. In general, an M.A. in Social Work is one of the recognized qualifications for this position.

The appointment of a labor welfare officer is guided by the rules set out in the State Labour Welfare Officer rules. For example, in the state of West Bengal, the required qualifications are enumerated in the W.B. Factories Welfare Officers Rules, 1971.

Hi Parul,

The Labour Welfare Officer's qualification is compulsory. He/she should have a post-graduate degree or a post-graduate diploma in Industrial Relations & Personnel Management or Social Work, or a diploma in Social Work from a recognized institution or university. Additionally, state rules should also be considered.

Candidates with an MSW (Master of Social Work) and MPM (Master of Personnel Management) are given preference.

Qualification: A person shall not be eligible for appointment as a welfare officer unless he or she:

Section 49 of the Factories Act 1948 is reproduced below for your information.

WELFARE OFFICERS. - (1) In every factory wherein five hundred or more workers are ordinarily employed, the occupier shall employ in the factory such a number of Welfare Officers as may be prescribed.

(2) The State Government may prescribe the duties, qualifications, and conditions of service of officers employed under subsection (1).

As per Section 76-B of the A.P. Factories Rules 1950, a person shall not be eligible for appointment as a Welfare Officer unless he possesses--

(a) A degree in Arts/Science/Commerce or in Law from any University;

(b) A Postgraduate Degree or Diploma covering Labour Legislations with case law, Industrial Relations, Personnel Management, Human Resource Management, and other allied subjects with Labour Welfare as a Special subject, of not less than two years duration conducted by a University of the State of Andhra Pradesh or recognized by the Government of Andhra Pradesh.

(c) Adequate knowledge of the Telugu Language.
