All employees are governed and regulated by Model Standing Order .
Try to take Written Statement of Workman indulged in Act ,with witnesses at least Three.and signature there upon .
Conduct Inquiry and with finding take action as deemed fit .

Dear Narmadha,
Please conduct domestic enquiry.
First send the show cause notice to that employee / worker.
If the worker doesn't reply to show cause notice then conduct enquiry.
If the worker replies to the show cause notice and if that reply is satisfies by the management then not to conduct enquiry and not to punish that worker.
Suppose if that reply is not satisfied then conduct the enquiry.
Then fix the enquiry officer, he may be Advocate.
Enquiry officer conducts enquiry, After completion of enquiry, the enquiry officer gives his findings.
Based on the findings you may take action.
