I am the accounts manager of a project-oriented company. I have one question to be answered by members.
HR Manager's Professional Conduct
In recent times, my HR manager is not getting along well with me for reasons best known to him. However, he displays this in our official relationships. He overlooks me and tries to bypass my authority in my department by interacting with my juniors. Even in important official communications, he overlooks me and passes information directly to my juniors.
Even when I am not keeping it in mind and walk up to him to discuss points, he does not answer me, even in front of other staff. Is this the correct attitude of an HR professional who is supposed to be the guardian of all employees?

Dear Sundaram, please inform your General Manager or any other individual in a position of authority to establish a protocol for communication. It is important to keep this authority figure informed of these incidents.
Also, advise your juniors not to engage directly with the HR Manager. If the HR Manager approaches them directly, they can politely respond, "It would be better if you inform our manager."
Implementing these steps may help reduce the problem. However, eventually, there will be a need to sit down and resolve the issue. It is crucial to avoid retaliating with similar behavior as it can negatively impact the atmosphere and the organization's culture.

Instructions for Subordinates
Please give clear instructions to your subordinates and juniors that they should not entertain anyone coming from another department unless you give express instructions to your assistants. Express means your subordinates should not provide excuses that your way of talking with other department personnel gives them implied instructions, and so on.
Communication Protocol
Please communicate all your official matters only through email and do not discuss them orally. Refrain from engaging in personal conversations unless the accounts manager comes to speak with you in person.
You need to make him feel that he is facing this problem due to neglecting you in official works, and he must regret that.
