the outstanding amt is 10000 and now she's is saying dat ,Your notice period is 30 days, hence you need to serve the notice period. In case the notice period is not served, we will recover one month’s salary in lieu of notice.

If the notice period is 30 days, then you have to give 30 days notice or pay salary of 30 days in lieu of notice.
If internet use charge is for your personal use and the company has a policy of recovering the actual usage charges of internet, then you have to pay. But how come that amount is Rs 10000 when there are many internet offers schemes of unlimited use at Rs 750/- per month ?
In any case, it is always better to give resignation in person and get relieving order to avoid such problems in future.

Dear Anoop,
You have violated the terms fixed between you & organisation(please check your appointment letter if there is any clause related to one month notice period).
If you have not signed any contract then there is no need to pay 30 days salary,if you had signed it then you should pay the 1 month basic+ DA(exclude all conveyence/allowances).
Please clarify about the internet serfing charges too from your previous organisation.

Small family run companies oftn indulge in un-ethical means to harass ex-employees; this fact should be well known by all. This type of companies acquire the title of "company" because of the helpful laws that encourage coporatisation. In practice, these companies are worse than even baniya's shops.
It is a case of harassment; esp. internet use of Rs. 10,000/-
Please l;et them file a civil suit against you for recovery, then deal with the case in lawful way.
