After initially publicising the policy of "NO TOBACCO FOR CHEWING AND SMOKING" implement the follwing:-
1. Prohibit the entry of chewing/smoking stuff into the organisation by carrying out frisking at the gate thoroughly. There is a possibility of stiff resistence.
or
demarcate a space as "SMOKER ZONE/SPITTING ZONE" where the employees can go smoke and spit in the spitoons. you can build a chimney in the shape of bare chest/skull etc to build up a sense of fear.
it may involve some money, but worth the effort.
2. It will be good to have counselling sessions with the employees and may be bring in some good doctors known in the locality whom the workers believe to explain them the ill effects of tobacco and methods to get rid of the same.

u can display poster on various corners of factory premises or u have to start health awareness champagne regarding no smoking and pan gutkha side effects.
Or you locate the worst spitting spot whery every spit after cleaning u should put god photo or logo of god.

dear, we were also suffering with the same problem in the past in our factory. the solution is to tight ur securityat factory gate, checking of each & every employees should be done at factory gate by the strict security guards, even for females also checking should be done by female security guards at gate in some cabin etc., after-wards put some of HR employees inside the plant & shop floor to check the employees for the same at random by any time (surprisingly) on daily basis & ask them to make a list of defaulters & take disciplinary action against them as we are also doing the same thing on regular basis & its very effective.
before doing above things issue a circular that from now onwards the above practice is going to take place & whoseever will be the deafaulter will bear the strict disciplinary action but do not mention about surprise check on daily basis in the circular otherwise they will become aware of it.
i hope it will held u alot...

Dear friend,
We too faced this problem of Pan and Ghutka. We foud a very unusual spolution to this problem. We started hanging god's pictures in the places where employees used to spit. Now we have found a condiderable reduction in it.

You can't stop any one for such activities but you can make the things at your end. You have to go ahead withw sweet and sorrow policy.
Award the best employee in the sense of cultured.
Anounce the worst employee in the sense of cultured.
While inspection, if employee is caught doing such bad activities, suspend him/her for hours or day and it must be noted down in the personal file of employee so that it could be considered while appraisal.
You can also inform to employee's family about his/her bad activities but the info must be sent by post/courier to make the employee embarassing.

Dear DSP,Belive me, Such Non-sense is generally done by the low level workers... I mean you should first check and alert your Security team and Housekeeping team...who are Outsourced employees.. (Vendors) they generally split within the premises hence Inform them the Culprit will be fined with huge amount and we take disciplinery action against him/her. Vishal Vyas

Dear DSP,
Its one of the major problem everywhere in any organisation today. As a head of the organisation I had started a tight check at all entry and exit point including lunch box. But again we had faced another problem workers started bringing Gutka in under garments /Socks /Shoes etc.which is again a great concern.Further we had displayed no. of posters on walls about the post effect of Gutka.Conducted Training and counceiling also.Awards and fines to employees and workers.Washing the spot by same worker /employee if caught by security and HR staff. These are few measure we had adopted.Things have improved but not totally as the transport vehicles Drivers and helpers which are outsiders and change regularly and also sometime new made our life miserable .The onle solution continuous effort is required.
