You could work, subject to paying three times the overtime rate and sending the appropriate information to the Institute of Factories. Please ensure to obtain concurrence from the employees for working on October 2, 2011. Additionally, you need to provide compensatory time off for working on a National Holiday.

First, determine under which Act you are permitted to grant this National Holiday to your employees. Then, refer to that Act to understand the procedure for authorizing overtime on that day.

You can work with the following conditions:

National Holiday Requirements

Since it is a National Holiday, you need to keep the Inspector of Factories informed at least 2 days in advance and pay overtime to employees at 300% of the normal overtime rate, along with a compensatory day off.

Other Holidays Options

On other holidays, you have the option to either inform them and pay 200% of the overtime amount along with a compensatory day off, or pay 300% of the overtime rate with no compensatory day off or intimation.
