Also, could someone please suggest where I can find some of the best HR policies and procedures? Is it available somewhere on the net or in books? Please revert back with your advice and suggestions.

Dear Poornima,
Referral Policy is just a part of the whole HR Policy. You don't have to go for the whole, but you may add the referral policy-related information into the existing one after selecting the mode of referral, as well as the benefits to the employees.
