My company is a very small company, and we can't offer this much amount to a referee. Kindly suggest a different view so that employees will be satisfied, and we can still offer a reasonable amount or gift.

The title could be "Get Your Buddy" or "Opportunity to Earn while Refer."
Normally, the person who is involved in the selection process is not entitled to a particular candidate. In order to avoid this conflict of interest, we can allow references from employees' family members if they are not earning.
The rest looks OK.
