If you plan proper induction, orientation, L&D, and employee engagement activities, then employees may stay for a longer period.
You can also plan for retention allowances and pay additional bonuses to those who complete a 2-year term.

Create an Employee Handbook where you display all the policies and explain them to each employee from their first day of joining. Additionally, maintain employee engagement activities, employee welfare, etc., to attract employees to your company policies.
