You may re-frame like this :- " Before effecting any change in employee's status (viz. marital status, educational/tech. qualification etc), it must be ensured that it is in confirmation with Para____ of Chapter____ of HR Policy of the Company. The changed made must be documented with information to the employee and others concerned."

It would have helped better, if you had given us more information about your requirement. I see that each of us has interpreted it in a different way!
Let me first interpret your requirement. As per the company's policy, the HR needs to document whether an employee is single or married. You want to send an email/Memo/Circular to the employees asking them to intimate to the HR any change in their marital status.
If this is the case, you may say
As per the company's policy, the HR needs to document whether an employee is single or married. Please refer policy document for details. Please inform the HR in case of a change in marital status for documentation purposes.
