The general format to write a project report is as follows:
Introduction
Profile of Company
Objectives and Methodology
Findings of the Study
Conclusions and Recommendations
Introduction comprises the theoretical aspects about change (definition, types, why and how) and training and development (definition, types, why and how) and the relation between change and T&D. You can find this information from any website or academic text. Also, you should add a heading called "Need for Study" where you should mention why you feel there is a relation between change and T&D.
Profile of Company is about the company, its mission, history, total employees, and general information about it, which you can obtain from the company manual.
Objectives and Methodology - This section should be concise, around a page and a half, and serves as the backbone of your report. It should outline the broad objectives/aims of the study. Use action verbs like examine, identify, compare, assess, describe, evaluate, etc.
Methodology should include the following headings:
1. Scope of Study
2. Data Collection Sources, Primary and Secondary
3. Sampling Technique and Sample Size
4. Compilation
5. Chapterization
6. Limitations of Study
Findings of the study involve the data gathered using interviews/questionnaires/observations, etc. You must analyze this data using frequency distributions or any other statistical technique. If you are using hypotheses, then you must test them using the chi-square test or similar methods. Your tabulations should include graphical representations and be supported by suitable interpretations.
Conclusions - Involves presenting your opinion on the study, expressing what you think things are like or not like.
Recommendations - Based on your conclusions, provide practical and application-friendly suggestions.

I beg to differ with your statement above "OBJECTIVES AND METHODOLOGY - THIS IS HARDLY A PAGE AND HALF AND THIS IS THE BACKBONE OF YOUR REPORT. IT SHOULD CONTAIN THE BROAD OBJECTIVES/AIMS OF THE STUDY. YOU SHOULD USE ACTION VERBS LIKE EXAMINE, IDENTIFY, COMPARE, ASSESS, DESCRIBE, EVALUATE, ETC."
In UK universities, the methodology section needs to be more substantial. I do not know at which university the specification given by you is enough.
