If the employees do not deem it necessary to complete the notice period and are abandoning their employment, then you need to study why this is happening. Why are employees not mentally attached to the company? One of the reasons could be that the employer is maintaining overly transactional relationships with the employees. It is essential to enhance employee engagement activities.

For those absconding employees, termination of their employment will be the maximum punishment. Also, they don't get proper relieving cum experience letter; thereby, they will not be able to show the period of experience with their new employer. Even if they forge and present false documents in case of BGV by a new employer, they will be in trouble. You may keep a separate "employees not to hire" file in your office and other branch offices (if applicable) so as to ensure they are not hired again.
Nowadays, due to exigencies of project requirements, some employers belonging to the ITES/IT sector do not insist on a relieving order for their personal favor. Employers should also have a common forum and ensure that such candidates are not considered or encouraged.
Also, as suggested by our Senior Member, Mr. Dinesh Divekar, you should analyze the root cause behind this and look for some solutions so that these occurrences can be minimized, though they cannot be completely eradicated.
