Dear Suyog,
It's great to hear that you are interested in starting Training and Development in your company. I have previously provided a detailed response on this topic. You can refer to it by clicking the following link: https://www.citehr.com/523786-traini...ml#post2222367.
By the way, has the budget been approved for T and D?
All the best!

Suyog, do you have up-to-date position descriptions and person specifications for all staff positions?
1. Have you completed a comprehensive Training Needs Analysis on ALL your staff and correlated that with the skills needed by each person?
Determine Your Company's Needs First
Before you ask for a "Training Program," determine exactly what your company needs first. Firing a shot in the dark, as you have done with your posting, is useless. It will also cost your company a lot of money, most of which will be wasted if you do not provide your staff with the training they NEED.
Plenty of people will tell you that they can train your staff, yet they have no idea what it is you really need. I certainly would be happy to take your money and give you nothing of value in return for it.
Training is NOT One-Size-Fits-All
I have said it before, I will say it again, and I will keep on saying it—training is NOT a one-size-fits-all proposition. All EFFECTIVE training must be tailored specifically to the company and to the individuals requiring the training. In essence, that means that YOU must design the training for your company. We don't know your company or your staff, so we cannot do it for you.
If you are not a Trainer, then your company should outsource this project.
Utilize Available Resources
If you need help with Training Needs Analysis, Training Calendars, etc., then please use the Research Box at the top of each page here at CiteHR. There is a fantastic wealth of material already posted here for you to use.

I completely agree with John. You have to be clear and specific about what and why. We, as trainers, can do so, but with limited success since we are not a part of your organization. This process will also cost your organization a lot of money if just done to satisfy some strange urge.
Clarification Needed
From your post, please clarify:
1. If you want to set up the Training & Development department or if you have one already.
2. If you have done a Training Needs Analysis.
3. What is your definition of productivity?
4. Why you think that training will solve this issue and not some process intervention or restructure.
Hope this helps you clarify your thoughts. Call me if you wish to discuss further.
