Since I was not on the company's payroll, my boss is refusing to issue me any salary slips as he believes it may be illegal to do so.

Please do not show fake documents. I suggest going to your previous employer and asking him to issue a letter on the letterhead mentioning your CTC.

Request your previous employer to issue a salary certificate and submit it to the new Company HR. If the employer fails to provide the same, you can provide your employer contact details to the new employer, and they will conduct a background check for you if required.

CTC of the previous employer doesn't matter unless you have provided the wrong CTC during the Interview. I think a letter from the previous employer would be sufficient. The salary slip shows the monthly salary structure, and the Salary Certificate shows your annual CTC.
