I need assistance in formulating a test for recruitment that can be administered by laymen and assessed by laymen as well. What is needed is a Psychometric Test with the correct answers. It could be in the form of multiple-choice questions (MCQs) or even true/false.

If it is for middle-level management, I think the test called INTJ is perfect for psychometric analysis. The organizational behavior by Stephen Robbins will contain a CD that has this test with answers. Choose one area in that and execute the test. You can know the attitude of the people.
