I would agree with Pon. Take the service certificate. As for the experience certificate, you can wait for the Director to give you one. If the Director is already in town, there could be more than what we see from your post at this stage.

Mr. boss2966 has given a good suggestion. You need not get it acknowledged by management by visiting the office. Just send it by registered post and UPC (Under Postal Certificate) and mark a CC to the Local Labor Commissioner. Your problem will be solved promptly.

Yes, the person can get their experience letter even though they were terminated. In that letter, the reason for leaving the service column will state "Terminated," instead of "Resigned / Retired / On completion of Contractual Period."

An employee is supposed to work diligently and carefully. Even if an error occurs, one should accept it with courage. Instead of being stubborn, humbly accept the consequences and request the experience letter. I don't think any organization would deny a humble request. If they do, simply ask them to provide the experience certificate based on the time you worked for the company.
