A lot of employers consider a BGV in totality. This means one single red flag is not viewed in isolation. Your entire feedback from all your previous employers, along with other verifications like ID, income, criminal, and address, is taken into account while making a decision.
Filling the BGV Form
My suggestion is, while filling up the BGV form, include all the details regarding your Employer B. Submit copies of the complaint you had raised regarding EPFO. Since you have mentioned that significant action was taken against the employer, if you have any proof (preferably legal) of that, please submit it.
Any tangible information or complaints regarding this employer should be submitted.
Most employers would understand your situation and take a comprehensive view of the BGV report.
