The first step is a normal discussion on why they are behaving like that.
Keep your goals in mind when disciplining: the intent is to correct the misconduct and modify the behavior, not to punish the employee for wrongdoing.

Yes...when u find this situation directly ....not by hearsay words..... you should be the witness of such rough fellows behaviour....at least a cctv recorded fact.....then you can go ahead by order of merit... if you feel he will be useful to company .....transfer him to un important post for certain period ...if he disagrees ....then....dismiss him with immediate effect....It shows company"s commitment for descipline
Put everything on display board it will be a warning to all others.....
