Change in leave policy can be done subject to approval of the Competent Authority say Board of Directors and subject to compliance with the applicable laws.

Yes, Company is always at liberty to change leave policy. First it needs to be decided as to which policy is to be adopted. Once it is decided then a precis will be prepared & transmitted to CS to add in agenda of coming meeting of the BoD. On approval by the BoD a fresh policy can be made applicable.
