Yes, Company is always at liberty to change leave policy. First it needs to be decided as to which policy is to be adopted. Once it is decided then a precis will be prepared & transmitted to CS to add in agenda of coming meeting of the BoD. On approval by the BoD a fresh policy can be made applicable.

No change in service conditions can be down without the consent of the employees as per the requirements of The Industrial disputes Act,1947.Further, it will require approval of the Competent Authority say Board of Directors and compliance of the applicable laws.
