Hi Mr. Siddiq,
It's not very clear from your post what procedures and processes you are referring to, as there are many procedures and processes used in the HR department. In fact, various functions of HR have many methods and procedures.
For example, recruitment has different methods and sources such as campus recruitment, recruitment through consultants, job portals, etc.
(Cite Contribution) has correctly pointed out that various laws and regulations are utilized in HR.
Please be a little more specific about what you are looking for so that we can guide you in the right direction.

Dear Mr. Siddiq,
I hope you are aware that the three phases of HR are to RECRUIT, RETAIN, AND RETIRE. The main concept is the same, but the procedures may differ within the purview of the statutory laws applicable to that area. The process starts from the arising vacancy to appointing one employee and ends with the settlement of that employee's account.

Administration is a controller of overall policies based on management decisions. It is basically a service department. HR is a part of management concerned with individuals at work and their relationships within an organization, focused on productivity and performance improvement.
