I resigned my job 2 weeks before and in the notice period right now. I need a transfer to other city and continue the work there in the same company by withdrawing my resignation. I am unallocated right now and in search of projects. Can i go for it??

You are free to withdraw your resignation. But it's the option of the Company whether to accept or not. Just because you want to remain does not mean the company wants you to remain.
Further, what is the guarantee that the company will agree to your transfer ?
It's better you speak to them first and find out whether they want you back and whether they will transfer you on grounds of mothers health. An outsider will not have the correct answer

An employee can withdraw resignation any time during notice period.
About request for transfer, that depends upon the discretion of the management to accept or not. Better try to convince the competent authority in person on the basis of proof of illness of your mother and why you need to be with her.
