hi Lovely 8)
I am trying to initiate in answering this question and rest of the points hopefully will be pooled in by our HR Guys.
I belief HR management is the sole responsibility of Hr Department whereas HR development is a broder concept and goes beyond the scope of HR profesisonals, it also include line managers to keep developing their team members on time to time basis.
