The HR polices are directly focussing on the 'people'. In a simple way, it can be described as "If you care for the people, they (people) in turn care for the organisation".
Wherever the people are involved, the HR has become necessary and this truth was understood in India, though late. So many compnaies started to introduce the HR concept. However, the problem in implementing the HR in india, i believe is, since it came late, now it is moving very very fast. We must go in a phased manner and also steadily ,especially when we deal with the people.
Yes, as you said, the HR plays very vital role in the software companies.
