I would like to add a few things.
Every state has rules established under the Factories Act, which may include provisions stating that in any factory, even if the number of employees is less than the prescribed amount required for an ambulance provision, but involves operations that could affect the human body, the factory inspectorate may deem it necessary to have an ambulance provision in place. In such cases, the factory inspectorate has the authority to issue orders to the factory management accordingly.
The primary objective is to provide immediate first aid to an injured person. The factory inspectorate is empowered to mandate such provisions, taking into account the potential risks associated with the manufacturing operations of these factories.

The ambulances are made available based on the work conditions, the probability and possibility of injuries, their severity, the factory's location, proximity to a 24-hour hospital, and the factory's spread-out area. However, an Ambulance Room is provided to offer first aid to injured workers. The ambulance room is essentially a first aid center at the factory or workplace.
Similarly, the Domestic Fire Tender is also made available according to work conditions and the manufacturing processes involved, where there is a chance of frequent fire accidents.
