Dear Faruk Shaikh,
This certificate of stability is to be issued by the competent person in the prescribed form as provided by the applicable State Factory Rules and is required to be submitted to the State Chief Inspector of Factories. If your appropriate government is the state government, then go through your state Factory Rules to know more about this matter. You can also approach your area Inspector of Factories in the Labour Department for your query.

Hello Farukh Shaikh,
As far as my experience goes, the Stability Certificate can be obtained from your architect/builder who constructed your factory for the first time. There is a specific format for this. It must be provided every five years to the Department of Industrial Safety & Health, or sooner if there are any modifications or changes made to the building.
Subsequently, you can obtain the certificate from any other registered Structural Engineer or Civil Engineer.

As per my information:
MODEL RULES UNDER THE FACTORIES ACT, 1948 (Corrected up to 31-3-1987)
CHAPTER I
Certificate of Stability:
(1) No manufacturing process shall be carried on in any building of a factory constructed, reconstructed, or extended, or in any building which has been taken into use as a factory or part of a factory until a certificate of stability in respect of that building in the form given below has been sent by the occupier or manager of the factory to the Chief Inspector, and accepted by him.
***A Form of Certificate of Stability is as below.

2. Village, town, and district in which the factory is situated:
3. Full postal address of the factory:
4. Name of the occupier of the factory:
5. Nature of the manufacturing process to be carried on in the factory:

I certify that I have inspected the building/buildings, the plans of which have been approved by the Chief Inspector in his letter No.... dated ....... and examined the various parts including the foundations with special reference to the machine, plant, etc., that have been installed. I am of the opinion that the building/buildings which have been constructed/reconstructed/extended/taken into use are in accordance with the plans approved by the Chief Inspector in his letter mentioned above, that they are structurally sound, and that their stability will not be endangered by their use as a factory/part of a factory for the manufacture of... for which the machinery, plant, etc. installed are intended.
