At an HR Manager level, I would expect you to have the skills to write a simple email. Thank the college, appreciate their efforts to help you, advise that you found other more suitable candidates on this occasion but look forward to working with them again in the future. Ask them to thank the candidates for applying. Put those ideas into your own words and write your email. Make sure you check the spelling and punctuation, check that names are spelled correctly, and don't send it until you are happy with it.

You are not writing War and Peace; it's an email. It is not difficult to write a friendly and sincere email to someone and maintain a good working relationship with them.
