Please check the Contract Labour (R&A) (Central) Rules, 1971, and you can take a copy of Form 1 for the application for Registration of Establishment for engaging the Contract Labour. I am attaching the same for your ready reference.

Dear Prashant, please also note that Maharashtra and Gujarat have similar types of rules for contract labour. The act attached by Mr. Bhaskar appears to be a Central Act. You also need to check notifications issued by the Maharashtra Government prohibiting contract labour in certain industries or certain types of work.

Contract Labour Act Registration Process
Herewith attached is the FORM I under The Contract Labour (R & A) Act 1970, required for obtaining the Registration Certificate (FORM II) for the Principal Employer. You may fill out the form with the details of the contractor you wish to engage at your factory.
Additionally, you will need to pay the registration fees, which depend on the number of contract laborers you plan to engage through the contractor. The duly filled form, along with the fees paid challan (which you can obtain at the Labour Commissioner's office), must be submitted to the Labour Commissioner/Assistant Labour Commissioner's office. Copies of the work order/contracts between you (Principal Employer) and the contractor may be required at the time of submission.
Upon scrutiny of all documents and the prescribed fees paid via challan, the Assistant Commissioner/Labour Commissioner may issue the Registration Certificate (FORM II) under The Contract Labour (R & A) Act 1970. FORM II must be renewed every calendar year or amended in case of changes in the number of contract laborers engaged.

I have a question. The PF Act states that you need a minimum of 20 employees for registration with them. I'm in a dilemma as I run a proprietorship with 6 permanent employees and 19 contract employees. Please let me know if I need to register for EPF.
