can a company make me to sign a bond for not joining competitor company or not giving my reliving letter if i dont sign the bond.

No, there is no provision like this. The organization has to provide you with the relieving letter. The organization has the authority to mention your performance, conduct, or competency in that relieving letter, whether it was good, bad, or average, but cannot stop it. If any organization is not giving a relieving letter, it means they are causing problems. Because, if an employee is not relieved from an organization, it means he is still working. So, taking the signature of the departing employee on the relieving letter and issuing a copy of the same with acknowledgment is very important.
