You can start by writing what you want to assess - the qualities, competencies, and KSAs. Based on your requirements, identify the tools. No one tool is sufficient for assessing; you will have to use a combination of tools.
Do the first exercise of identification, and then it'll be easier to identify the tools.

Tools like In-basket, Group Discussion, Role Play, and Presentation can help with DC assessment. Browse the internet to learn more about them. Ideally, a DC consists of two types of assessments:
1. Leadership Assessment
2. Functional Assessment
Leadership Competency Framework
A leadership competency framework must be set at an organizational level. Functional competencies will vary from individual to individual depending on their current and next targeted role.
