Dear Rajeev,
IR person's role is more on decision making. He should be able to understand the pulse of his workers and make decisions to ensure peace and harmony exists in a factory. He has to appraise Management to do or not to do certain acts which may create a friction and lead to industrial unrest.
The same logic may also be applied in any organization. IR person should ensure that his employees are paid fair wages and are not put to any unfair labour practises. Any decision made should be first thought about in depth on its repercussions and implemented.

Dear Rajeev
The role of IR can be very wide. This may include :-
1. Bridge between the management and workers / employees
2. Advisor to management on the statutory compliance and effects of decisions on the compliance.
3. Liaison with government , labour, local authorities, politicians etc who have a major impact in the operations of the organisation.
4. Employee engagement act activities.
5. Employee welfare activities
6. Statutory Compliance especially related to labour laws.
7. Grievance handling
The above is a highlight on the role of an IR person. The scope may increase to a great extent depending on the size, structure and needs of the organisation.
