Demarcation Between Regular and Contract Appointments
First of all, there has to be a clear-cut demarcation between regular service and contract appointments. All the formalities of superannuation have to be completed, and orders issued. PF and gratuity for past services should be applied, and processing completed. Let ex-employees apply again and be appointed on a contract service as a totally new employee. The appointment order should explicitly state this, with no reference to previous employment. Provide them with a new employee number, and the designation should be entirely new.
