Dear Sedonia,
If the employees do not deem it to complete the notice period, if they are abandoning the employment then you need to study as to why this is happening. Why employees are not mentally attached to the company?
One of the reasons could be that the employer could be keeping the relations with the employees too transactional. You need to improve the employee engagement activities.
As far as abandonment of the employment is concerned, earlier I have given reply to the similar query earlier. You may click the following link to refer it:

Hi,
For those absconding employees termination of their employment will be the maximum punishment. Also they don't get proper relieving cum experience letter thereby they will not be able to show the period of experience with their new employer. Even if they forge and present false documents in case of BGV by new employer they will be under trouble. You may keep a separate " employees not to hire" file separately in your office and other branch offices (if applicable) so as to ensure he is not hired again.
Nowadays due to exigencies of project requirement some of employers belonging to ITES/IT sector doesn't insist for relieving order for their personal favour. Employers also should have some common forum and ensure such candidates should not be considered/ encouraged.
Also as suggested by our Senior Member Mr.Dinesh Divekar you should also analyze the root cause behind this and look for some solution there by those numbers can be minimized though cannot be completely eradicated.
