Type of training to Site employees to strengthen my HR department?

Dear Seniors... I am working in electrification company as HR Manager. we have 50 on roll employees across India. at each site like Bengal, Punjab etc we have 1 project Manager, 1 Engineer and 3-4 electrician. Now point is I want to conduct some training to them as I want to strengthen my HR department and educate them also. Which type of training I could conduct, what should be topic... any thing else I could do? Please guide me...
