Dear Friend
Did u have certified standing order for you. If yes you can follow the rules mentioned in it. Or otherwise check the fake certificate with the certificate issued authority and find out its correctness. If it is fake, issue show cause and do the disciplinary proceedings.

If he submits any fake documents, you have to prove it through domestic enquiry or otherwise and take disciplinary action accordingly.
Gravity of misconduct will obviously decide the quantum of punishment.

If company recruite a candidate for trainee as employee ,the recruiter didnot asks his experience for that job.Eventhough candidate applied for that job with fake experience certificate(note:no experience reqiered for that job) Why the legal action requiered against him)
