Hi Jayashri Before preparing the handbook & HR manual frame out the policies. Based on the policies only any one will be in a position to prepare HR manual / Handbook.

You need to create HR policies first and also understand the legal angle to it.You need to prepare ORG chart which will help you to understand the policy required. You could also take help of external consultants to create them for you. Please feel free to contact me in case you need any help

Dear jayshree, i ll say u go step by step frame one by one policy get approved by management and implement it same time such as you ll get quick response of management and employees after some time you ll get full HR manual as well as employees handbook too. Best of Luck
