The meaning of statutory compliance is to comply as per law and it includes complying under labour laws, taxation laws, commercial laws etc.
The labour law touches the feild of HR as it related to human resources.
The PF is one of the statute (Law) to be complied.

The Contract Labor (Regulation & Abolishment ) Act 1970 and Rules 1971Registration of establishment and mandatory licensing of contractors employing equal to or more than 20 workman in any time of the yearThe Factories Act, 1948
Health, Safety and Welfare of workers including contract workers

statutory compliance is labour law, where u have various acts and rules. In order to run an organization there has to some rules and regulation which co. needs to adhere.
