Maintain a Register in which make col oms which includes Name, Time In, Leave/ Absent Signature and let every one make their entries in that by this all employees will realize office time decided and their own time also by writing it on daily basis.
Even right at the top reporting time also in block letters and get it signed by their respective HOD on daily basis so that it will be in every bodies knowledge about the late comers.
Put this information on the notice board also so that every one will become aware of the Register.
Sometimes when words don't work these things shows result, I have tried it in our organisation and we are maintaining it successfully .

Dear all,
late comers details may be mentioned respective appraisel form (yearly) which may be one of the parameters to evaluate the performance of the candidate which may restrict or reduce the candidate's late coming attitude.
