Is it possible for an employer to issue a termination letter after accepting the resignation and giving the relieving letter?

What is the benefit that the employer gets by issuing termination letter to an employee relieved from service? A mental satisfaction that he has got him rid of? Or is he so interested to pay retrenchment compensation to one who is voluntarily leaving?

I was on deputation in USA. I filed a complaint on my supervisor and afraid that I would file a lawsuit on my employer, they asked me to go to India within 24 hours and that too on Friday afternoon so that I can't get lawyers' help. Since I didn't have a permanent work permit (I had H1), I didn't have an option. After coming back here, they forced me to resign but, they said they would pay me money for the notice period. While leaving, they said they can still terminate me even though they have accepted my resignation. It has been 3 months and I haven't received my final settlement and experience letter yet. They are delaying the issuance of experience letter deliberately.
