Take this up as a project and set a target for two years. Divide this target for the first year and then for the second year. If you want to achieve a 2 percentile reduction, then set 0.5 for the first year and 1.5 for the second year.
What you need to do:
1. Receive absentee reports daily and mark people who are taking off without prior intimation.
2. Counsel them the following week.
3. Issue advisory letters to them if they repeat, as well as warning letters, etc.
4. Analyze long absentees and issue appropriate letters.
5. Issue letters to those who have not completed 240 days in the previous year, informing them that they won't be eligible for gratuity after conducting an inquiry.
6. Visit some of the chronic absentees' homes and talk to them.
7. Conduct training programs about the effects of absenteeism.
You may also add another 5 to 6 activities and start implementing all at the same time. You will notice a reduction in the first year, but a drastic reduction in the second year.
