If I started my work 27-Jan-23 and resign 13-feb-23 and I not completed my 1 month notes period . What action HR Can take against me.

Hi, whatever the reason behind your resignation, make sure to serve the proper notice period and be relieved properly. Since you have not even completed one month of service, HR will initiate the disciplinary process (warning followed by termination) and close your file. I hope you have not signed any Training Agreement or submitted security cheques.
