I am looking for a sample memo to all employees advising them to use email as a communication tool in the office.

In addition to telling them to use email, you must give them a compelling reason why. If I work for your company, why would I send an email to the guy who sits at the desk next to me? I can just tell him what I want to say. Don't make arbitrary rules unless you have a very, very good reason for doing so. Otherwise, you know as well as I do, no one will take any notice of what they perceive as your silly rules.
