Hello,
I need help or suggestions. I wanted to know if any company holds the HR Generalist's salary based on recruitment when she has no rights for selection. If she joined in March and her April's salary was on hold, no one gave any notice beforehand. When the salary date was near, she received the mail after 7 o'clock. Is this the right thing?
Thank you.

Hello,
She joined in March as an HR Generalist. When she joined, everyone told her to recruit employees quickly on the day of joining. After one week, she asked, "Am I the recruiter here?" She asked a girl who had interviewed her. The girl always gave diplomatic answers, saying she would assign work after some time and to focus on hiring first. Today marks her completion of 2 months, and she has hired 2 people in the company, both through personal contacts. Four people have been hired in total; one didn't perform well, so he left the job, and one was a reference from an employee. On the 4th of May, she received a warning email stating her performance was not good in April, giving her a 7-day warning period to prove herself and improve performance. However, after this warning, there was no further discussion with her. On the salary date, the owner informed me that her salary would be on hold due to the email and lack of hiring, even though the selection process was not under her control. How can they judge her performance solely based on hiring, especially when they needed immediate staff? The boss mentioned that she completed all tasks except one, which led to the salary hold. This is the current situation. Please help.
