Resignation and Transition from TSRTC to Telangana Government Judicial Department
I am an employee of the Telangana State Road Transport Corporation (TSRTC). I have recently been selected for an administrative position in the Telangana Government Judicial Department. The police verification for my antecedents was completed on 16.01.2018. To the best of my knowledge, I expect my appointment letter to reach me within one month. I would like to resign from TSRTC. Therefore, I kindly request your suggestions on the following:
(Note: I have completed only 44 months of service out of the 60-month bond period after training. For every month of service, Rs. 1,000 is exempted, and after the completion of 60 months of service, there is no bond.)
1. When should I submit my resignation to TSRTC? Should I do it presently or after I receive the appointment letter from the State Government?
2. Is there any exemption for a State Public Sector Undertaking employee to join the State Government? Are there any Government Orders regarding this?

Dear Ajay, My advice would be to resign from your current job after receiving the posting orders from the Appointing Authority. However, it depends on the length of the notice period you need to serve in the current organization as per your employment contract. If you are leaving within the bond period after paying the balance amount, there is no need for notice. Nonetheless, interpretations can vary, so it's advisable to speak with your establishment superintendent. Hopefully, you have already submitted your application for the position through the proper channel.
As for exemption, it is subject to the organization's policy. Given that it is a State PSU and you are transitioning to the state's service, you can submit a representation to the CMD of the Transport Corporation.
Please make any necessary adjustments according to the specifics of your situation.

Thank you for your valuable reply. I am waiting for the appointment letter. Furthermore, I found Government Order (G.O.) Ms No. 268 Finance and Planning (FW FR I) Department dated 08.09.1980 of Erstwhile Andhra Pradesh, which stated that if a State PSU employee joins the State Government, there is no need to pay the bond amount.
I tried to find a copy of the above G.O. on Google and the government website, but I couldn't locate it. Could you please assist me in finding where I can obtain a copy of the aforementioned G.O.?

Sir, I met the Managing Director and submitted my resignation on 03.05.2018. I explained my inability to serve the notice period due to the State Government giving me only 7 days to join the job. Therefore, I joined the State Government Judicial Department Job on 04.05.2018.
In my resignation letter, I requested the following:
1. To waive off the 12 months leftover pro-rata bond amount as I am joining the same state government job. I have enclosed a relevant copy of the State Government G.O.
2. To waive the notice period as the Managing Director has the power to waive it off, considering it was my inability to serve as per the appointment orders of the State Government.
The Managing Director has now forwarded it to the TSRTC Personnel Department Chief, who is processing the case.
Meanwhile, my state government employer is asking me to deposit my original educational certificates, which are with the TSRTC Management. I have requested the State Government employer, who has given me a 15-day extension.
My problem is how to retrieve my originals. As far as I know, TSRTC will return them after my final settlement, which takes around 2 months. How can I get the certificates within the 15 days? Please request your suggestions, Sir.
