However, it is very difficult to find them through references. Can anyone help me source candidates easily? The company is not ready to advertise in magazines. What are all the sources to recruit candidates? Please help me.

I suggest trying the free job portals - you will find many opportunities by using the 'research' facility at the top of this page or by simply googling. Some portals also offer initial free usage before charging. These are the best options when you have resource constraints.
