References can be sourced from various channels such as employees, personal contacts, advertisements in retail shops and media, consultants, college databases, references from candidates who come for interviews, and resume boxes at important locations.

Gone are the days when we post jobs and wait, praying that someone will apply.
If you want to find the right person for your requirement, one has to analyze the availability of the talent pool and channels. For example, if you are looking for a web designer, a job portal will not give you a good idea of their work. Simply looking at resumes is not sufficient to shortlist candidates. In such cases, exploring platforms like Behance or Dribbble, which display a designer's work, is more relevant. I have found that these tools, along with others, are far more helpful than any job portal. For instance, when I needed to build a team for Drupal for one of my clients, I found groups.drupal.org to have a sufficient Drupal pool for my requirements, which no job portal could match at that time.
Similarly, depending on the position, a recruiter needs to identify where such talent exists and actively participates and then proceed with the search. Engaging with your potential talent pool even before the requirement arises can be beneficial.
There are various forums and tools available for developers, designers, product managers, support professionals, and more.
