Since employees took time off, you are now requiring them to work. Therefore, before you issue this circular, I request you to assess the legal tenability of this decision.
If the office was closed due to the protest, then it must have been declared well in advance. Political protests do not happen impromptu. Why did you not declare the preceding Sunday as a working day before the protest took place?

For this, you have to first design a policy so that all your staff can see it on the notice board and agree to it. On mutual ground, you should raise this issue with the management and its employees (including laborers). As Dinesh mentioned, you have to check its legality by consulting the company's legal adviser.
A simple memo can be written to inform all the staff that, with the opinion and understanding of the management, the company has decided to work on the coming Sunday in lieu of April 1, 2015, which was the Strike Day. Therefore, all staff members should come on Sunday and perform their duties as normal.
Please also note, if any staff member is found absent on that day, the company will take disciplinary action against them.
