You first need to ask or find out what behavioral skills are required of new employees. Does your company have a competency framework that identifies such skills? If not, what are the job roles of the fresh graduates? Can you identify the cluster of skills they need to be successful? What do they need to be able "to do," and what level of cognitive ability do they need to demonstrate?
Evaluate Current Onboarding Programs
Evaluate and review the current onboarding or orientation program of your company. How does it work? What does it include?
Once you do these things and identify what you need to train for, and at what level based on your candidate pool and position requirements, you will be in a stronger position to ask for assistance on the specifics of training programs.
