Hi Rutu,
To control late coming, we mostly follow a very general policy. If a person comes late three days in a month, then half of his leaves will be deducted from his account.
To formalize the policy, consider the following:
1. Everyone must inform their superiors about their late arrival. Failure to do so will result in a warning on the same day. If this behavior is repeated three times, the aforementioned policy will be implemented.
2. If lateness becomes a habit for someone, issue a warning letter.

For WORKERS: The shift starts at 06:30 and ends at 03:00. At 03:00 sharp, the workers are at the gate of the company. So, if a worker comes late even by 1 minute, he is deducted half a day's salary. However, if he is made to work after 03:00, he is eligible for overtime. Therefore, for workers, timings are very strict.
For OFFICERS/OFFICE STAFF,
The general shift starts at 08:30 but never ends. This is true; some officers in my company come at 08:30 but daily leave at 06:00, 07:00, or 08:00, although the official timing is 05:00. There is a good mutual understanding between the officials, seniors, and juniors that even if someone works half a day, his leave is not counted as he works 2-3 extra hours almost every day without any extra pay. That's the situation. I have taken holidays amounting to 10-12 days in a month for emergencies, but my pay was not deducted despite there being no holiday quota for me.
So, think about your industry and decide on the appropriate action.

In our organization, for every 3 late marks, there is a half-day salary/leave deduction. Similarly, it goes on for multiples of 3, i.e., for 6 late marks, 1 day deduction would be applicable. This is a standard norm followed by a lot of companies.

Please be strict and establish a clear-cut policy on tardiness. In our situation, we have a policy that allows for up to three instances of late arrival (up to 10 minutes) with a concession. In such cases, the employee's half-day casual leave is adjusted. If the individual has no casual leave balance, then half a day's salary is deducted.
Furthermore, we maintain equality across the board and do not discriminate based on an employee's position – whether they are in a senior role or a worker, the policy applies uniformly to all.
