How many LPG ( Industrial ) cylinder required for explosive liences?

Hi friends,
This has been a hot debate, and I recall having come across clause 3.12 in the manual titled "SAFETY IN INSTALLATION AND MAINTENANCE OF LPG CYLINDERS MANIFOLD" by the Oil Industry Safety Directorate, Government of India, Ministry of Petroleum & Natural Gas. The manual states that:
"As per Statutory requirements, no explosive license is required for multi-cylinder installations. However, consumers having unconnected filled cylinders with more than 100 kgs. LPG shall obtain an explosives license under Gas Cylinders Rules 1981."
