Dear Maahiein,
In my opinion, unless and until any employment is added to the list of scheduled employments under the Minimum Wages Act, 1948, by the State Government as per Section 27 of this Act, the State Government is not required to fix the minimum rates of wages for employees working in that employment. Once the employment is added to the list of scheduled employments, then as per Section 3, the appropriate Government shall fix the minimum rates of wages for employees employed therein.
